De-Consolidation Sites

Dear colleagues--

Does anyone know of rural districts in your area in which there is agitation for a portion to secede ... as in Peshkin's Imperfect Union (1982)? We're trying to identify sites for a possible multi-state study. If so, please send a few details (e.g., district name and state!).
